He was labelled as a "bad apple" by owner Silvio Berlusconi this week.
"Balotelli could be a player worthy of Milan too," the midfielder said. "He and his agent have done well not to respond [to Berlusconi].
"I'm convinced that when things are in place for a transfer to occur then a deal can be done.
"Saying that, Mario, in relation to his altercation with City boss Roberto Mancini, needs to keep his instinctiveness at bay."
