AC Milan vice-president Adriano Galliani admits they could not afford Carlos Tevez last summer.
Tevez hit a superb goal for Juventus in yesterday's 2-0 win.
Galliani said: "Tevez could go to Milan? We withdrew from the negotiations for talk is cheap.
"The hierarchy of football has changed, we have entered a phase where gentlemen are raising prices so much.
"You have to build a team in a different way than in the past. Milan will come back to win, but will have to change the skin. We will have to win with methods different from those of 20 years ago."
