The Daily Star Sunday says the talented Jamaica striker, 31, has only a year remaining on his contract at the Britannia Stadium and in the last three months has been linked with moves to Sunderland, Birmingham and Turkish giants Galatasaray.
If Fuller comes on and makes a major impact at Wembley, he could still have a future in the Potteries.
