Emirates boss Arsene Wenger is a long-term admirer of Fulham's giant Norwegian centre-back Hangeland, who is stalling on a new contract offer at Craven Cottage.
Fulham hope they can persuade Hangeland to put pen to paper and there was no dispute about him playing in the Europa League opener against FK Vetra in Lithuania on Thursday, which means he would be cup-tied from all European competitions until after the winter break.
But Cottage boss Roy Hodgson knows that Fulham would have to listen to any offer of £10million or more.
Yet he is keen to boost his strike force and would be interested in Mexican Vela.
