The 21-year-old Cape Verde Under-21 international is attracting interest from Fulham, QPR and Wolves.
talkSPORT says all three Premier League clubs plan to test Le Havre's resolve with a bid for Mendes.
Aston Villa had previously registered an interest in the promising starlet but their interest is understood to have cooled.
