Plymouth Argyle's 17-year-old defender Jack Stephens is attracting Premier League interest.
The Daily Mail says Fulham manager Mark Hughes is favourite to head off competition from Everton and Bolton to sign Stephens.
Cornwall-born Stephens can sign for Fulham for a basic £125,000 because his contract with Plymouth is as a first-year apprentice.
Argyle manager Peter Reid said: "We are in no financial position to stop him going."
