Shorey's position at the Hawthorns is in doubt with Baggies boss Roy Hodgson moving for Birmingham City defender Liam Ridgwell.
The Mail on Sunday says his arrival could open the way for Shorey to become Steve McClaren's first signing at Nottingham Forest after spending time on loan there.
McClaren is making a new left-back signing one of his first priorities since his appointment last week.
