Nottingham Forest boss Billy Davies is chasing Tottenham fullback Gareth Bale.
Davies is fed-up with the influence of former Spurs manager David Pleat at the City Ground and wants full control of transfers.
He told The Sun: "I don't believe there should be such a creature as a so-called acquisitions committee at this club or any club.
"It just delays me in my work, and can also lead to obvious confusion when we are trying to bring in new players.
"And there's another dimension to all this - as things stand I don't even have a single clue as to what my budget might be for when the window opens. Is it £1million, £3m or £5m?
"Perhaps I'm kidding myself, perhaps it's nothing. But it would be very helpful to know."
Spurs and Wales left-back Gareth Bale heads Davies' list of targets.
