FIGC president Carlo Tavecchio has left the door open to Parma beginning next season in Serie B.
Parma could be kicked out of the top two divisions if they're enter bankruptcy, though Tavecchio says things could change if a new owner comes forward.
"Today we have to bring the books in house because there is no money. The provisions? Only on one condition. There must be legitimate interests, raise money for the temporary operation.
"To enroll in Serie B, it is absolutely necessary to cover debts to the club, to the federation and to the players.
"Whoever wants to enter the team in Serie B must put in a decent nest egg."
