Knoester turns 16 in November, when he will be eligible to sign a pro contract.
Feyenoord management are desperate to secure Knoester's commitment, well aware of the interest from Liverpool and Spurs.
Indeed, both Premier League clubs have failed to convince Feyenoord to open compensation talks over Knoester.
