Fenerbahce have declared Emre is signing from Atletico Madrid.
The former Newcastle United midfielder has agreed personal terms with Fener, which has been confirmed by the Turkish giants.
However, Atletico are demanding a fee for Emre and so far are refusing to rubberstamp the deal.
