English FA chairman Greg Dyke says his ideas for increasing the number of homegrown players in club squads are open to discussion.
Dyke wants the current number of eight locally produced players with squads of 25 players to be increased to 12, which is a notion supported by UEFA.
The FA chief is determined to improve the quality of English youngsters and is happy to work through a number of issues which would see that occur in the long run.
"I think it's more about the clubs than the leadership if you want my honest opinion. It's the unfairness of a system that is massively improved because of the EPPP (Elite Player Performance Plan) which was introduced by the Premier League led by Richard Scudamore, he has done a great job," he said at the UEFA Congress in Vienna on Tuesday.
"The trouble is that it is only any good if the kids get through the system - if they can't get through the system why bother?
"We are open to discussions on all of it. This is a set of ideas which we think will work."
