Tottenham and Chelsea have been charged with failing to control their players during Monday's 2-2 draw at Stamford Bridge.
The FA say this comes as a result of "incidents which occurred in the 45th and 87th minutes and also at the end of the game".
The standard fine for such a rules breach is £20,000.
Also, Spurs' Mousa Dembele has been charged for "an alleged act of violent conduct" on Diego Costa (an alleged eye gouge) which was not seen by the match officials but caught on video.
On this, the FA statement reads: "It is alleged the player's behaviour constituted violent conduct in circumstances where the standard punishment of three matches that would otherwise apply is clearly insufficient."
The clubs have until 6pm on Monday 9 May to respond to their charges. Dembele has until 6pm on Thursday 5 May.
