The Cameroon ace is keen to move to Chelsea after Anzhi announced massive cost cuts this month.
Former Manchester United coach Meulensteen, who left Anzhi last week, said: "I see it happening.
"I know that Samuel is a bit older, that the end of his career is in sight and that the Premier League is a higher standard than he is used to in recent years.
"But he is still a very, very good player and when he is surrounded by better players who put him in position he is still very, very, very good."
