Brentford manager Uwe Rosler is of the belief that English football needs to scrap its youth development competition and place reserves sides in the lower divisions of the Football League.
The former Manchester City centre-forward feels the success of English sides will increase if they follow the blueprint of German football which allows reserves players to play in proper competitions and not youth leagues.
"I think, in terms of youth development, the system in Germany is better than here," he said.
"Here we are having development games; there the second team are playing competitive football in the third highest league. They can't go higher than that league, and they have to reach it, but it is a good way to develop under competitive conditions. Here the development games mean nothing."
Rosler also suggested that English football needs to have tighter financial boundaries.
"Over the years, German football was always in the shade a bit of Serie A, of the Premier League, Spain. The German clubs could not compete on a financial level, apart from Bayern Munich maybe," he added.
"In German football, you have to go through a lot of procedures to secure a licence. This does not happen in English football, at Portsmouth or teams where they have run out of money and gone into administration. Things like this do not exist in German football."
