Former Chelsea boss Avram Grant says the Premier League's 'homegrown' rule has hurt the England team.
The top 20 clubs decreed three years ago that the 25-man squads can include a maximum of 17 overseas stars only.
And former Chelsea, West Ham and Israel boss Grant says the rule is not working.
He told The Sun: "The rule means that to fill the quotas of home grown players we find less-than-average English players in squads.
"Chelsea is one of the worst for this as they do not give hardly any young English players a chance.
"Clubs need home grown players to make up the numbers. As a result they don't go out on loan any more. Even David Beckham went on loan to Preston when he came through at Manchester United."
