The Daily Express says the midfielder, 18, will join Sheffield Wednesday despite David Moyes seeing a deadline-day deal for Club Brugge midfielder Vadis Odjidja-Ofoe fall foul of FIFA red tape.
Everton feel England Under-19 star Barkley's development will be better served with regular games for Wednesday.
