The London Evening Standard says Atsu's Chelsea future remains uncertain after talks over a loan switch to Everton stalled.
The Blues want the Ghana international, who they signed from Porto for £3.5m 12 months ago, to continue his development after sending him to Vitesse Arnhem last term and are looking for assurances that he will play regular first-team football.
The club are determined to avoid a repeat of what happened with Victor Moses at Liverpool last season, where he started just six Premier League games.
It has had a detrimental effect on Moses's career and value, with Chelsea now struggling to offload the Nigeria international on a permanent basis.
