FA chairman Greg Dyke is embarrassed they couldn't ban Chelsea striker Fernando Torres for scratching the face of Tottenham's Jan Vertonghen.
Dyke insists Torres should've been punished for the action.
"It can't be right for an obvious scratch on the face that Torres is not punished. The rules clearly weren't changed enough when millions see this on TV and action is not taken.
"It must be baffling and as chairman of the FA I don't like not being able to explain why action was not taken. I must point out that it is not just the FA but the stakeholders involved here."
