Doncaster chairman John Ryan says they're likely to abandon their transfer policy involving agent Willie McKay after relegation to League One.
McKay's dealings brought the likes of El-Hadji Diouf, Habib Beye and Frederic Piquionne to the Keepmoat Stadium.
"Willie wouldn't be interested in doing it in League One, it's too far down the pyramid," He told Sky Sports News Radio.
"You're not going to get El-Hadji Diouf playing in the third division are you? With all due respect. I know he can get a reputation but he's a very good player.
"It didn't work because we didn't avoid relegation but we gave it a good try.
"We were already in very serious trouble anyway. We hit relegation form for about the past year in all fairness.
"But I think the real thing that did us was an injury to Billy Sharp that kept him out for three months. That was the thing that relegated us more than anything else."
