The Mirror says Chelsea have launched a £20m bid for Mata, the Valencia winger who has been tracked by the Gunners all summer.
Arsenal still have an offer on the table for the Spain international, who was seen as the perfect replacement for Samir Nasri.
But now their London rivals are trying to land 24-year-old Mata, while still pursuing Tottenham playmaker Luka Modric.
New Chelsea boss Andre Villas-Boas is a huge admirer of Mata and has identified the Spaniard as the perfect player to give his attack width and balance.
