Derby County boss Paul Jewell is fuming over former Portsmouth striker Benjani Mwaruwari's move to Manchester City.
Jewell asked Scudamore to cancel Danny Mills' loan to Derby after the City full-back was ruled out for the season with a knee injury.
Scudamore said no and Derby were unable to bring another player on loan as they had used their quota.
Benjani sealed his delayed £7.75million switch from Portsmouth FOUR DAYS after the transfer deadline.
And Jewell said: "Maybe the window isn't shut after all. Surely the rules should be the same for everybody.
"I phoned Scudamore on Wednesday and he said 'No, rules are rules'. But that does not seem to be true."
