Derby County boss Paul Jewell is unhappy with the situation over crocked loan signing Danny Mills.
Jewell lost out this week when he tried to get Mills' loan move from Manchester City cancelled after the former England defender was ruled out for the rest of the season.
But City still have a chance of signing the Portsmouth striker Benjani Mwaruwari even though the deal did not go through before Thursday night's midnight deadline.
"Maybe the transfer window isn't shut," Jewell said.
"I don't know what the Manchester City situation is but surely the rules should be the same for everybody.
"I phoned Richard Scudamore on Wednesday and asked him about the Danny Mills injury and whether we could cancel the loan and get another player in.
"But he came back to me very quickly and said that wasn't possible and that rules are rules.
"But that doesn't appear to be the case, perhaps it's rules are rules for Derby County but maybe not for other clubs."
Under the regulations, Jewell was unable to bring in another player on loan from this country although he did bolster his defence with the deadline-day signings of centre-back Alan Stubbs and goalkeeper Roy Carroll.
