Derby County boss Billy Davies admits he would have liked to have made more signings during the summer.
"I have said all along that my job is to identify potential targets. I have done that, other people's jobs are to try to marry that up with the budget we have got and the financial deals that can be done with transfer fees and personal terms," said the Rams manager.
"I would love to have had more but we have got what we've got and there is no point moaning or complaining about it.
"I think the transfer window should close before the first match of the season and the last three or four weeks have been disruptive. They have been very difficult to manage because we've had speculation about players.
"I don't think it helps a newly-promoted club coming into the Premier League."
