Chelsea scouting adviser Piet de Visser had visions of forming a strong Dutch collaboration this summer.
De Visser held talks with PSV Eindhoven about a technical role earlier this month, but revealed the Dutch giants refused to offer him an adequate wage.
"I saw great opportunities with PSV, especially in combination with Chelsea and maybe Vitesse," confessed De Visser.
"But their attitude will stop this. The ball is now in PSV's court."
