Everton have made an approach for Nottingham Forest defender Jamaal Lascelles.
The Daily Mail says only last week, Everton were fined £45,000 and warned over their future conduct by the FA for an unauthorised approach for Lascelles in 2010.
Everton have accepted the punishment from the governing body but they have come back in for the 20-year-old via the official route.
Arsenal are thought to be prepared to pay £3million. Forest may contemplate a sale if the bid is increased and he was loaned back.
