Winger Sinclair, 19, has agreed a three-year deal in principle and is set for a summer switch to the Hornets, who are expected to put his compensation fee in the hands of a tribunal panel.
Crystal Palace and West Brom are also keen on Sinclair, who has never made a Premier League start.
