Crystal Palace chairman Simon Jordan believes that the arrival of the Premier League Two is 'inevitable'. Bolton chairman Phil Gartside has made this radical proposal.
"Change is inevitable. Evolution will take place," Jordan told the Sunday Mirror.
"Before this is formally presented it needs to be thought through with a set of rules, objectives and the criteria, joining clubs need to meet.
"To create a new league the criteria on performance, size of club and capacity will undoubtedly come into play."
"Phil is a stooge for other people who are putting him forward. For this to work there must be more desire," he added.
"Certain people should be pushing from the front. Chief executive Richard Scudamore and Dave Richards (chairman) want the Premier League expanded.
"Football evolves and because of the economic situation there is more desperation."
