Uefa president Michel Platini wants a radical overhaul of the transfer system to stop players playing for more than one club per season.
In effect Platini's plan would close the January transfer window leaving all dealings to be conducted during the summer break.
"I don't think a player should be able to play for two clubs in the same competition in the same season and I think we need to get the (Uefa) Strategic Committee to look at the whole idea," said Platini.
"I also think we have to look at the summer and winter transfer windows."
The same committee also debated a ban on the transfer of players under 18.
"They should sign at 14 and stay until 18," said Platini. "Then they should have a period of stability in their careers."
