The 36-year-old, who agreed a new one-year contract with the Black Cats earlier this month, is now available for next month's qualifying match with Cuba.
The former national team captain requested a meeting with Trinidad and Tobago Football Federation and FIFA vice president Jack Warner on Monday.
"I had a meeting with Dwight on Monday at his request," Warner said.
"Dwight offered to play for the national team. The coach (Francisco Maturana) was happy to hear about Dwight's availability."
