Sparta have complained to FIFA that Al-Ittihad are attempting to back out of a move.
The Saudi club are reportedly dissatisfied with the Morocco international's fitness levels and have refused to pay Sparta the agreed fee of £1.1million.
Club director Peter Bonthuis told AD Sportwereld: "Both contracts have been fully signed. One by Boukhari and his new club and one by us and the Saudis. Those contracts are binding."
Sparta coach Foeke Booy is convinced FIFA will side with his club, adding: "The Saudis have no chance whatsoever.
"They have tried in all shapes and forms to not pay us.
"They even put pressure on Boukhari. I would not be surprised if they sign a new player soon that will make Boukhari surplus to requirements."
