Although the right back has been a regular in the first team this season, he is frustrated at the inconsistent line-ups every week.
"We don't really know what the team will be consistently.
"We've had a lot of changes every week. In the last week we had five or six, not just in personnel but also in formation.
Despite coach Steven Frail ruling goalkeeper Eduardas Kurskis out of the starting line-up on Friday, the Lithuanian started on Saturday and it was his late blunder which cost Hearts a point at Ibrox.
Neilson said: "Its not for me to say why he was in the team.
"It's just the situation we're in at Hearts and we've got to deal with it. That's the way it is."
