Moratti is desperate to win the Champions League and has lost confidence in Inter coach Roberto Mancini after their 2-0 defeat at Anfield last month.
The Daily Star Sunday says Moratti is convinced Benitez is better equipped to build a dynasty at Inter and hopes to tempt the Spaniard to the San Siro with the promise of a virtual open chequebook.
