The England FA are reviving plans for a new National Football Centre.
Officials will draw up a series of final proposals for the scheme and the FA's director of football development, Sir Trevor Brooking, said: "It has been at a standstill for the last two or three years and a series of options are being worked on.
"We hope there is a positive outcome and we can start to put together a business plan and work up funding and budgets for the proposal. It has been frustrating for quite a few people and it would be a wonderful site to work from."
