The 23-year-old claims he had more lucrative offers on the table from clubs south of the border but felt a move to the Caledonian Stadium would be better for his career.
Barrowman netted 29 goals for Irn-Bru Second Division champions Ross County last season and is now keen to prove himself in the Clydesdale Bank Premier League under the tutelage of Craig Brewster.
He told the Scottish Daily Express: "I had opportunities to go down south and I went quite far down the road with a Championship club.
"I could have earned more money but I just felt that going to Inverness was the best move right now.
"I know if I continue to do well and progress then my chance will come and I will get another big-money move but, at this moment in time, it is about progressing my career."
