Former Tottenham and Liverpool football chief Damien Comolli can't see Luis Suarez moving to White Hart Lane.
Spurs are being linked with the wantaway striker this week.
But Comolli told talkSPORT: "I think there are two issues. One is his wages. I don't think Spurs, unless they totally break their wage structure, can afford the money he is on at the moment.
"I don't think he has agreed personal terms with Arsenal but I'm pretty sure they will be willing to pay him a lot of money and I don't think Spurs will be able to match that unless they decide to make a big exception.
"The second aspect is that his main motivation is to play Champions League. He's probably the only world class striker left around Europe who is not in the Champions League."
