The Shimizu S-Pulse forward had expressed a desire to join a club in Holland, but the 25-year-old was unable to agree terms with Utrecht.
Cho is now likely to see out the final months of his contract with Shimizu before heading to Europe next January.
"Due to the transfer fee I gave up my move," Cho told the Korea Times. "While talking about the fee, my salary was lowered too much.
"Although my agent is still in negotiations with other teams, next January we will restart talks on the move."
