The agent of Fabio Borini admits they were frustrated he couldn't get his move out of Chelsea in January.
The Italy U21 striker was wanted by Parma, but terms over a fee could not be struck.
His agent, Marco de Marchi, told sportsbook24.net: "We had been informed that the two clubs have reached an agreement.
"Unfortunately, the winter window closed with nothing completed. But we look forward to unlocking the situation in the future."
Borini comes off contract at Chelsea in June.
