The News of the World says Chelsea could lose Didier Drogba, while Spurs face a fight to hang on to Dimitar Berbatov.
And Spanish sensation Villa, 26, has given both clubs encouragement by announcing his future lies in the Premier League.
He revealed: "I am happy at the interest within the Premier League and this is my dream if I leave Spain."
Valencia sporting director Miquel Angel Ruiz said: "If we receive a formal offer, we'll study it."
Villa will cost £25million and last week sent agent Jose Luis Tamargo to London to sound out interest.
