Chelsea are closing in on a deal for RacingGenk attacker Kevin de Bruyne.
The Blues have been in talks with the youngster's minders since the turn of the year.
The Telegraph says they have bid 4 million (£3.5 million) for De Bruyne, who turns 20 in June, which has informally been accepted by Genk.
Manchester City are also interested in the youngster, whose Genk coach has likened him to Johan Cruyff.
The reason why De Bruyne has not yet agreed to move to Chelsea is because the club want to send him out on loan, to Vitesse Arnhem, a Dutch club they have used for other young players, such as Nemanja Matic, and he wants to move directly to England.
De Bruyne is waiting to see if he gets an offer from City.
