The young centre-forward is seen by Chelsea boss Carlo Ancelotti as cover for No1 striker Didier Drogba.
Rome sources say Chelsea and Real Madrid have made contact with Roma intermediaries, with the Blues said to be prepared to go to £22 million for the Montenegro international.
