Chelsea have begun to make significant moves in order to sign Turkish phenom Berke Ozer.
The 17-year-old goalkeeper has already been called up to the Turkey senior squad and made several first-team appearances for Altinordu.
Ozer has been likened to fellow AC Milan's Gianluigi Donnarumma, who made his Serie A debut at 16.
And Altinordu coach Huseyin Eroglu revealed, via The Sun, that the club had rejected Chelsea's proposal to create a loan partnership.
"Chelsea have been sending scouts to Izmir for Berke Ozer, and to take a look at our project," said Altinordu coach Huseyin Eroglu.
"At our last meeting they said they could send us players on loan.
"But they seemed shocked when I said we had to politely decline.
"We are not interested in training up other clubs' players. Our mission is clear.
"Altinordu will develop local youths to create a complete academy-developed squad."
Chelsea scout Eddie Newton has also confirmed that he had travelled to Turkey to scout Ozer and other Atlinordu players.
Newton said: "We were impressed with Berke and other players [at Altinordu]. We'll continue to scout them.
"Kids from all across Turkey are being developed into the stars of tomorrow."
Manchester City, Borussia Dortmund and Barcelona have all been tracking Ozer's progress.
