The People says McCarthy is a personal target for Abramovich, who is taking on a bigger role in transfer negotiations this summer.
The Russian billionaire is filling the void left by Carlo Ancelotti and Frank Arnesen, who have both left the club since the end of the season.
McCarthy, also a target for Liverpool, is a top target for Chelsea.
