City's bid of £44.5million was rejected as Monaco want a fee closer to the £50m-plus Pep Guardiola forked out for Kyle Walker.
The Telegraph says Antonio Conte's Blues could snare Mendy from under the Citizens' noses.
Sources from the French champions claim that the club have received an enquiry from Chelsea.
They have also asked to be kept informed on developments regarding the French international defender.
Conte has been linked with a move for Juventus full-back Alex Sandro but is unwilling to meet their asking price.
