Fichajes.com says Gaya is being scouted by City and Chelsea this season.
The young defender recently penned a new deal to 2020 amid interest from Real Madrid.
For their part, Valencia insist Gaya is not for sale.
The fullback's new deal carries a buyout clause of €50 million.
