Chelsea goalkeeper Petr Cech has questioned Manchester City's transfer policy.
Cech says City's decision to bring in a raft of new players means they have to build a team all over again.
"They need to be better [than us] on the pitch," said Cech, who has won three titles in his seven years at Chelsea.
"They were already very good last season and they spent so much money and were building the team.
"Now they are spending again, which means they will maybe have to build the team again."
