Chelsea expect to close a £25 million deal for Santos whiz Neymar this week.
The Daily Star Sunday says Santos have accused the Blues of tapping-up the teenager and rejected their opening bid of £20m out of hand.
But Neymar, 18, will plead that he is allowed to quit the club in a meeting with club officials on Tuesday.
And Chelsea are still confident they will land the player, who is rated one of the hottest prospects in world football.
Santos are set to offer the striker a bumper new deal to stay, but may find Chelsea's improved offer too good to refuse.
Neymar's agent Wagner Ribeiro said: "It is useless for Santos to offer Neymar a pay rise.
"He wants to become the best player in the world.
"The chances of him doing that while playing in Brazil are zero."
