Chelsea have opened talks with Anderlecht for striker Romelu Lukaku.
The Telegraph says the 18-year-old striker has attracted strong interest from Inter Milan and AC Milan and has also been tracked by City but Chelsea have made the biggest move to try to sign him.
His club, Anderlecht, are hoping to receive 20 million (£17.5 million) but given Lukaku is understood to have just 16 months left on his contract, Chelsea are confident that they will not have to pay more than half that.
One stumbling block is believed to be the striker's wages, given he is already understood to be one of the highest paid players in Belgium, earning more than £1 million a season net of tax, and Chelsea are reluctant to pay too much for such a young player.
Indeed Chelsea have a strict policy of not paying large wages to teenagers.
