Chelsea boss Carlo Ancelotti doesn't believe Manchester City will be title challengers this season.
The Chelsea boss believes fellow Italian Roberto Mancini faces a huge job knitting his collection of big-money signings into an effective team.
Ancelotti said: "I saw Tottenham v Manchester City and Spurs showed the same strength and power they showed last year in home games.
"Man City are not a team yet but they have a lot of skills, a lot of ability.
"They don't have a clear identity. They had problems but that's normal in the first game.
"You can see the power of Man City in a month. That's a normal time to adapt.
"City need this time because they've changed a lot of players, not just to build a team but to give time to the players who have come back from other countries to get used to the country. When they play against us they'll be a team.
"I believe they have bought another fantastic player in Mario Balotelli, who scored on his debut in the Europa League this week.
"Manchester United played a strong game against Newcastle on Monday night with a lot of power and strength. At the moment our main challengers are United."
