The Mail on Sunday says Modric top Chelsea's summer transfer targets, giving Tottenham chairman Daniel Levy a major dilemma this summer.
Having qualified for the Champions League, Levy knows that selling Modric would be hugely unpopular with fans and doubtless against the wishes of his manager Harry Redknapp.
